The Shanghai Cooperation Organization began with activities of the "Shanghai Five", based on the agreement made on April 26, 1996 and April 24, 1997 between the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, Tajikistan and China to strengthen confidence-building measures in the military field around the borders.

Cooperation in addressing border issues became a more effective joint opposition against new challenges and threats of the twenty-first century.

Priorities of the SCO are to promote and further develop trade-economics and humanitarian cooperation and to ensure regional security, to fight against terrorism, separatism and extremism, drug and weapon trafficking and other criminal activities. During the period of its existence, the SCO has become an important player in international arena and promotes an atmosphere of trust and good neighborliness.

The SCO operates on the basis of transparency and openness. It makes decisions based on consensus of its members. New members of the SCO may participate in the development of goals and objectives. Any state concerned may obtain observer status or may become a SCO partner. The SCO is an observer at the UN General Assembly, which testifies to its high prestige in the world.

Tajikistan is a co-founder of the SCO and makes a worthy contribution to its development, and strengthening of the tradition of good neighborliness laid down by previous generations. Joint efforts of member states have made a lot of conservation in the region of peace and security and the creation of conditions for sustainable development of peoples. Joint efforts of member states have achieved a lot in conservation of peace and security and in creation of conditions necessary for sustainable development of peoples.

The SCO is constantly being improved. Meetings are held annually. The supreme body of the SCO is the Council of Heads of SCO member states of the organization. The last meeting of the Council of Heads of the SCO Member States was held on September 13, 2013 in Bishkek, Kyrgyz Republic. The next meeting will be held on September 11 through 12, 2014 in Dushanbe, Tajikistan. Until its next meeting Tajikistan will be presiding state of the SCO.

Previously under the chairmanship of Tajikistan were held: Board meeting of National Coordinators of SCO; consultations between the foreign ministries of the SCO member states; 24th meeting of the Regional Anti-Terrorist Structure (RATS); meeting of Defense Ministers of the SCO member states which was held on April of this year.  Ninth meeting of Secretaries of the Security Council of the SCO member states was held the same month. Later in May in Dushanbe the International scientific-practical conference on the theme "The Shanghai Cooperation Organization and regional security: Challenges and prospects" was held and in June a conference between the heads of Ministries of Culture of the SCO member states and later the same month the meeting of competent authorities of the member states of the SCO. Meeting of heads of border services with the authority to combat drug trafficking as well as meeting of the Youth Forum of the SCO was held this June.

Furthermore, under the chairmanship of the Republic of Tajikistan in Dushanbe meeting of the Council of Foreign Ministers of SCO Member States was held on June 30-31. Business forums, meetings of the Council of Interbank Consortium and Business Council of SCO, exhibitions of industrial and agricultural products, exhibition of paintings by artists of the SCO member states, international soccer tournament among the youths of SCO member states we also held.  Promotion of the resolution adopted at the 69th session of the UN General Assembly that deals with strengthening of cooperation between the UN and the SCO is also a continual mission of Tajikistan within the SCO.

Establishing an effective and reliable system of regional security is one of the urgent tasks of Tajikistan and is in the interest of its state and region.
